The draconian step is precipitated by Beijing's growing concerns about a glaring loophole in Hong Kong's safeguards on national security. These concerns have been intensified by what happened behind Hong Kong's landmark "anti-extradition bill" civil unrests involving mob violence, some bothering on terrorism, and the perceived involvement of subversive foreign forces behind the scenes.
